From the brief:
"The REUSE project is encouraging software developers to write licenses and copyrights in ways which both computers and humans can read. "

The arrow turning into many arrows symbolizes one thing that many can use. I did not want to go with the green since that is the color of recycling (reusing garbage). Blue is fresh and clean!
