Modern Government-themed article-based website design challenge

Obamacare and ACA (obamacareandaca.com)

We are health insurance broker, focusing on Obamacare health plan. We wish to create a new website focusing heavily on Obamacare related resources and content to gain organic market share. Our target audience will be individuals who shop for health coverage on the marketplace (not through employers), and those who are actively doing online research on Obamacare and the health coverage under Obamacare. They are generally under the age of 65 (as those over 65 are eligible for Medicare health plans, not medical plans under Obamacare). Our main competitor is Obamacarefacts.com.

Gotham font.

We want the site to have USA patriotic color scheme (red, blue and white).

Do note that this will be content-heavy website, so we want to have a design that will make it easy to access older content on the site as well.

We also want a fast loading website, so we prefer to not go heavy on the bells and whistles that might slow down the site loading time.

Our top priority for the site will be (in order):
1. Search engine optimization friendly
2. Usability - content easy to find, layout easy to understand, good navigation
3. Designed with the focus on making content on the site easily accessible.

FYI, we are building a wordpress site based on Genesis framework.

Homepage:
-to display long content on the homepage, we will have about 2000 word article on the homepage.
- to also contain sidebar links to other category and articles. Can contain drop down links within the sidebar navigation.
- preferably no big banner or carousel on the homepage.
- add CTAs on page for health quotes.
- internal site search function

Category page:
- to list out the articles within this category, making these articles accessible, even the older ones.
- can contain sidebar with drop down links still.
- add CTAs on page for health quotes.
- internal site search function

Article page:
- Article content has to front and center
- can contain sidebar links to make other articles, and other categories accessible
- also to include CTAs on the article page for health quotes.
- internal site search function

We will be using the Gotham font for the whole site (http://www.typography.com/fonts/gotham/overview/).
